Editorial fee

The funding of the scientific journal “Public Administration: Improvement and Development” is provided through the Article Processing Charge (APC), which is paid by the author or their affiliated institution, sponsor, or funding organization.

The APC amounts to UAH 1,100 and is established to cover the actual costs associated with the preparation and publication of the journal in open access. The APC amount does not depend on the number of authors of the article.

The editorial board provides free publication of single-author articles (without co-authors) prepared by third-level higher education students (PhD candidates) enrolled in state-funded programs, regardless of the higher education institution, provided that the submitted materials comply with the journal requirements, principles of academic integrity, and successfully pass the peer review process.

PhD candidates enrolled in state-funded programs must submit, together with the manuscript, an official certificate issued by the postgraduate department confirming their study status. The certificate must be properly issued, signed by the head of the postgraduate department, and certified with the official stamp of the respective unit.

Publication Fee Policy

The journal “Public Administration: Improvement and Development” adheres to the principles of open science and provides full open access to all published materials.

All articles are published under the terms of the Creative Commons Attribution (CC BY) 4.0 license, ensuring unrestricted access to scientific content.

The journal operates under the Gold Open Access model, according to which the full texts of all articles are freely available for reading, downloading, copying, distributing, or reuse, provided that proper attribution is given.

Free access to journal content is ensured through the Article Processing Charge (APC), which may be paid by the author, the author’s institution, or a third-party funding body.

1. General Principles

The journal follows the recommendations of the Fair Open Access Alliance, ensuring a transparent pricing structure, taking into account Plan S Principle 5.

The APC is used exclusively to cover costs associated with editorial and technical processing, including manuscript handling, editing, typesetting, editorial system administration, DOI assignment, website maintenance, and long-term archiving.

Payment of the APC does not influence editorial decisions. All manuscripts undergo independent peer review, and publication decisions are based solely on the scientific quality of the manuscript and its compliance with the journal’s scope.

2. Timing of Payment

Submission of manuscripts and the peer review process are free of charge.

The APC is payable only after the manuscript has been accepted for publication.

Payment details are provided to the author after a positive editorial decision.

After payment, the author must send a copy of the payment confirmation to the editorial office via email.

3. Refund Policy

Refunds are possible only in exceptional cases where circumstances prevent publication after the completion of the editorial process.

No refunds are provided in cases of manuscript withdrawal by the authors, retraction or correction initiated by the editorial board, force majeure circumstances, or other situations beyond the control of the editorial office.
